How to submit export declarations with CDS easily and fast?
"Exporting is Great" is the banner under which the UK government promotes international trade to rank it under ten for exports globally. It is because exports create jobs to raise the living standards of citizens and stabilize the UK's currency value. Hence, to facilitate exports, it is moving from the three-decade-old CHIEF to CDS for automating customs clearance. The significant reason is to digitize the customs clearance to be ready for automation. Also, to make the increased export declarations smoother because of Brexit and the rise in exports after the pandemic and other reasons.

Why is it essential to file export declarations with CDS?
In this globalized and digitalized world, with many free trade agreements, exports play a pivotal part in any country’s economy and international trade. And like many countries, the UK also wants to export more goods than it imports and takes all steps to ensure that. The move from the text-based filing of export declarations of CHIEF to CDS is one such step. The customs declarations are official documents providing all the details of the imported or exported goods. It includes the goods category, packaging, value, consignor & consignee details, among others.
The UK border agency handles customs clearance and works with HMRC, or Her Majesty's Revenue and Customs. It ensures control of UK exports and collects taxes for the exchequer to improve the economy. Hence, it is not only essential to submit export declarations through CDS but also mandatory from April 1, 2023, as CHIEF will not accept it after March 31, 2023.
How to submit export declarations through CDS?
For exporting goods outside of the UK, it is mandatory to submit the export declarations through the CDS system soon. Hence, it is essential to know the following ways to do it fast and efficiently.
· For arrived export declarations, key in "A" in the data element ½ for CDS for instant processing to know the outcome fast and not move the goods to the border location until receiving permission.
· For pre-lodged export declarations, enter “D” in the data element ½ for CDS and can move the goods to the border location without permission to progress, and any checks required will take place within the port.
· For declaring goods brought to the border location using GVMS or goods vehicle movement service, it is essential to enter RRS01, an additional information code for the data element 2/2 for CDS for both arrived or pre-lodged export declarations.
· For amending the export declaration before its clearance by the customs, but for amending them after that, it is possible to do it up to three years from approval but with the permission of HMRC.
· It is essential to inform the HMRC of the withdrawal of submitted declarations before the goods depart from the UK.
